See the most important news in the field of Slovak energy legislation for the month of June 2026.

RONI issued four new decrees which, as of 1 July 2026, introduce significant changes to the rules governing the electricity and gas markets, price regulation, grid connection, supplier of last resort, flexibility and hydrogen infrastructure.

The National Council of the Slovak Republic approved an amendment to the energy legislation, while an interdepartmental consultation procedure was launched on another amendment to the Energy Act, which establishes a legal framework for the development of the hydrogen economy.

The Government of the Slovak Republic adopted an implementing regulation on individual tariffs for energy-intensive undertakings and presented the first package of stabilisation measures aimed at supporting the business environment, including measures to reduce energy costs.

OKTE launched a public consultation on the Storage Order product for battery storage facilities, and SEPS published its 2025 Sustainability Report.

2.1      APPROVED LEGISLATION IN THE ENERGY SECTOR

■      Amendment to the Price Regulation Decree in the Gas Sector effective from 1 July 2026

30 June 2026 – RONI Decree No. 162/2026 Coll., supplementing RONI Decree No. 154/2024 Coll. laying down price regulation in the electricity sector and certain conditions for carrying out regulated activities in the electricity sector, was published in the Collection of Laws. The Decree entered into force on 1 July 2026.

The most significant changes include:

  • Discounts for customers with high utilisation of distribution capacity. A discount on tariffs for access to the distribution network, gas distribution and coverage of gas losses is introduced for delivery points with a high ratio of gas consumption to booked distribution capacity. The discount will amount to 1%, 3% or 5%, depending on the amount of booked daily distribution capacity.
  • A new method for taking into account the costs of securing winter gas supplies. The Decree modifies the calculation of costs related to the seasonal nature of gas consumption. A distinction is made depending on whether the supplier ensures flexibility through gas storage or market products, and new rules are introduced for calculating the seasonality coefficient and gas storage costs.
  • Adjustment of price regulation for gas supplies used for heat production. The conditions for applying the maximum price for trader services in the supply of gas for heat production and heat supply are further specified.
  • Adjustment of the technical lifetime of gas assets.

■      Amendment to the Price Regulation Decree in the Energy Sector effective from 1 July 2026

30 June 2026 – RONI Decree No. 161/2026 Coll., supplementing RONI Decree No. 154/2024 Coll. laying down price regulation in the electricity sector and certain conditions for carrying out regulated activities in the electricity sector, was published in the Collection of Laws. The Decree entered into force on 1 July 2026 (certain provisions will apply for the first time to price regulation for 2027).

The most significant changes include:

  • New rules for connection charges to the distribution system. The amendment comprehensively modifies the method for determining connection charges, the rules applicable to increases or decreases in reserved capacity, combined consumption and generation points, reconnection and above-standard connection. It also specifies in greater detail which costs are included in the connection charge.
  • Introduction of rules for refunding connection charges.
  • Changes to system access charges. The range of cases in which access charges to the distribution system are not payable is extended. The exemption will now also apply, subject to specified conditions, to operators of facilities providing ancillary services, aggregators and operators of local distribution systems.
  • Changes concerning large electricity consumers connected to the transmission system. The amendment modifies the conditions under which large industrial consumers may pay only a reduced portion of the tariffs for access to the transmission system and electricity transmission, while further specifying the limits on reserved capacity and the volume of transmitted electricity.
  • New tariffs for households. A four-period DD7 tariff with fixed time periods and a new dynamic DD8 tariff, under which the electricity price is linked to prices on the day-ahead electricity market, are introduced.

       Amendment to the Gas Market Rules effective from 1 July 2026

30 June 2026 – RONI Decree No. 160/2026 Coll., amending the rules governing the functioning of the internal gas market, was published in the Collection of Laws. The amendment entered into force on 1 July 2026 and introduces several changes concerning connection to the distribution network, supplier of last resort, suppliers’ information obligations, and establishes a regulatory framework for the future hydrogen transmission network.

The most significant changes include:

  • Clarification of the process for connection to the distribution network. The Decree specifies the time limits within which the distribution system operator must provide the applicant with its opinion and a draft connection agreement. It also sets a time limit for the applicant to sign the draft agreement.
  • Extension of gas suppliers’ information obligations. Suppliers will be required to provide RONI with more detailed information on price offers, including a breakdown of final prices, the terms and conditions of fixed-term and indefinite-term contracts, and information on advance payments. The aim is to increase the transparency of offers on the gas market.
  • Changes to the supplier of last resort regime. The amendment extends the scope of information to be exchanged between the distribution system operator, the supplier of last resort, RONI and the affected customers.
  • Introduction of rules for the hydrogen transmission network. For the first time, the amendment regulates the content of the operating rules of a hydrogen transmission network operator. It lays down rules on network access, allocation of transmission capacity, conditions for hydrogen transmission, network balancing, nominations, complaints, invoicing, connection, and the rights and obligations of market participants. This establishes a basic regulatory framework for the future development of hydrogen infrastructure in Slovakia.

       Amendment to the Electricity Market Rules effective from 1 July 2026

30 June 2026 – RONI Decree No. 159/2026 Coll., amending the rules governing the functioning of the internal electricity market, was published in the Collection of Laws. Most of the changes entered into force on 1 July 2026, while certain provisions concerning flexible connection will enter into force on 1 January 2027.

The amendment introduces several significant changes for electricity market participants. The most important include:

  • Introduction of rules for flexible connection to the transmission and distribution systems, including the content of flexible connection agreements and the conditions for limiting reserved capacity. These provisions will enter into force on 1 January 2027.
  • New criteria for assessing system development. The Decree introduces definitions of cost-effective and cost-inefficient system development.
  • Expiry of reserved capacity if the applicant fails to submit a connection application within 12 months of obtaining a certificate for the construction of an energy facility. The aim is to prevent capacity in the system from being blocked.
  • Extension of electricity suppliers’ information obligations towards RONI. Suppliers will provide data on price offers, products and electricity supply conditions, which will also be used to compare offers for customers.
  • Extension of the supplier of last resort period from three to six months and introduction of new information obligations of the supplier of last resort towards customers.
  • Clarification of electricity sharing rules, in particular regarding the notification of changes in sharing groups and the exchange of data between OKTE, balance responsible parties and electricity suppliers.

■      The Government approved a regulation on individual tariffs for Energy-Intensive undertakings

24 June 2026 – at its meeting, the Government also approved the Government Regulation laying down the criteria for the application of the individual tariff for system services and the individual tariff for system operation. The Regulation follows the recently adopted amendment to the Act on Regulation in Network Industries and entered into force on 1 July 2026. It was published in the Collection of Laws as Regulation No. 169/2026 Coll.

The Regulation primarily:

  • lays down the criteria for the individual tariff for system services, taking into account in particular the average annual electricity consumption (at least 1 GWh), the share of electricity costs in production costs (more than 10%), and the degree of deviation between planned and actual electricity consumption;
  • establishes the criteria for the individual tariff for system operation, requiring not only a minimum level of electricity consumption but also that the undertaking operates in selected energy-intensive sectors classified under SK NACE and meets the applicable electricity intensity threshold;
  • addresses the situation of undertakings whose production has been suspended for an extended period during the previous three years, ensuring that they are not automatically excluded from eligibility for the application of the individual tariffs.

The adoption of the Regulation establishes the implementing framework for the new provisions of the Act, enabling RONI to apply individual tariffs to eligible electricity consumers from 1 July 2026.

       The Government approved Amendments to the regulation on Targeted Energy Aid

24 June 2026 – At its meeting, the Government of the Slovak Republic approved Government Regulation No. 170/2026 Coll., amending Government Regulation No. 353/2025 Coll., which implements certain provisions of the Act on Targeted Energy Assistance. The amendments entered into force on 1 July 2026.

The key changes introduced by the Regulation include (i) updating the reference period used to assess household income (eligibility) when reassessing entitlement during the second half of the year; (ii) adjusting the 2026 schedule for the distribution of energy vouchers; and (iii) restricting eligibility for energy assistance in relation to apartments owned by a single owner.

2.2     REGULATORY OFFICE FOR NETWORK INDUSTRIES (RONI)

       Miloš Bikár appointed Chairman of the Regulatory Council of RONI

27 June 2026 – RONI announced that Ing. Miloš Bikár, PhD. had been elected as the new Chairman of the Regulatory Council. The Regulatory Council serves as RONI’s appellate body and is also responsible for approving the Office’s strategic documents and deciding on appeals against its decisions.

       RONI responds to the debate on RES: all electricity generation costs should be taken into account

24 June 2026 – RONI published a statement entitled “The Truth about the Problems with RES”, responding to media claims concerning renewable energy sources (RES) and their impact on electricity prices and the operation of the electricity system.

RONI emphasises that comparisons of the costs of individual electricity generation sources should take into account not only the cost of electricity generation itself, but also the costs of stabilising the electricity system, developing distribution networks and ensuring balancing services. According to the Office’s analysis, the actual costs of electricity generated from RES in Central European countries, Austria and France range from approximately EUR 85 to EUR 110/MWh, while the average cost of nuclear power is estimated at around EUR 50/MWh.

The statement forms part of RONI’s broader communication on the future direction of the Slovak energy sector, in which the Office has consistently advocated maintaining a stable energy mix with a significant role for nuclear power alongside the development of renewable energy sources.

       RONI: RES are growing, while nuclear power continues to dominate Slovakia’s electricity sector

19 June 2026 – RONI published an analysis of electricity generation trends in 2025, according to which electricity generation from renewable energy sources (RES) continues to grow in Slovakia, while nuclear power maintains its dominant position. Slovakia thus ranks among the countries with a high share of emission-free sources in electricity generation.

According to RONI, 2025 saw a further increase in installed capacity, particularly in photovoltaic power plants, which remain the main driver of RES development. Despite the dynamic growth of renewable energy sources, nuclear power plants continue to account for the decisive share of electricity generation in Slovakia, forming the backbone of the stability of the electricity system and making a significant contribution to low-emission electricity generation.

       RONI publishes the list of electricity producers receiving feed-in tariff support for 2025

June 2026 – RONI published the list of electricity producers receiving feed-in tariff support for 2025. The document provides an overview of electricity producers using renewable energy sources and high-efficiency cogeneration of electricity and heat that received feed-in tariff support for 2025 under the support scheme pursuant to the Act on the Promotion of RES and HE CHP. The publication of the list constitutes RONI’s regular fulfilment of its statutory obligation and contributes to transparency in the provision of support to electricity producers.

2.3     MINISTRY OF ECONOMY OF THE SLOVAK REPUBLIC (MoE SR)

       MoE SR: Government presents first package of stabilisation measures for the business environment

2 June 2026 – MoE SR announced that it had presented the first package of stabilisation measures aimed at supporting the business environment, investment and the competitiveness of the Slovak economy. The package comprises a total of 49 measures, focusing primarily on reducing administrative burdens, supporting investment and the energy sector, and improving conditions for doing business. The proposals also include a reduction in the electricity excise duty for industry and further measures aimed at reducing business costs.

The measures were developed based on consultations with employers, business associations and the professional community. The Government stated that the package aims to stabilise the business environment and create conditions for longer-term economic growth and greater competitiveness of Slovakia.

2.4    SHORT-TERM ELECTRICITY MARKET OPERATOR (OKTE)

       OKTE changes its registered office as of 1 July 2026

5 June 2026 – OKTE announced that it will change its registered office with effect from 1 July 2026. The company’s new address will be Prievozská 4D, Block E, 821 09 Bratislava. The change concerns solely the company’s registered office, while all other identification details, including its Company ID No. and other registration details, remain unchanged.

       OKTE launches public consultation on a new order type for battery storage facilities

4 June 2026 – OKTE announced the launch of a public consultation on a new order type, the “Storage Order”, which is being developed within the framework of the Single Day-Ahead Coupling (SDAC). The new product is designed primarily for battery storage facilities and other flexible resources and is intended to enable more efficient electricity trading across multiple market time units through the Euphemia algorithm.

The aim is to facilitate the participation of storage operators in the market and enable them to optimise charging and discharging without the need for detailed price forecasts for each individual hour. The introduction of the new order type is expected to support the development of electricity storage and increase market flexibility, which is particularly important given the growing share of renewable energy sources.

The public consultation was open until 30 June 2026. The Storage Order is expected to be implemented in the European day-ahead market in Q4 2027.

2.5     SLOVAK ELECTRICITY TRANSMISSION SYSTEM (SEPS)

       SEPS publishes its ancillary services procurement strategy for 2027

22 June 2026 – SEPS published its Strategy for Securing a Sufficient Volume of Ancillary Services for 2027, which was subject to a public consultation in May 2026. The document sets out the method and scope of procurement of ancillary services required for the safe and reliable operation of the Slovak electricity system and will serve as a basis for the preparation of future tender procedures. The Strategy also provides market participants with information on SEPS’s expected ancillary services requirements for 2027.

       SEPS publishes its Sustainability Report for 2025

1 June 2026 – SEPS published its Sustainability Report for 2025, presenting its performance in environmental, social and governance (ESG) matters, as well as its approach to the safe and reliable operation of the transmission system. The document reflects the growing transparency and non-financial reporting requirements in the energy sector.

The Report also highlights significant investments in the development and modernisation of the transmission system, digitalisation, cybersecurity and projects supporting Slovakia’s energy transition. In 2025, SEPS invested more than EUR 110 million in the development and modernisation of the transmission system, representing its highest level of investment in the past decade.
