RONI launched the legislative process for an amendment to the Decree on Quality Standards in the Electricity Sector and also announced a favorable outlook for natural gas prices.

The Ministry of Economy of the Slovak Republic continues with a public consultation held on the proposed acceleration areas for wind energy.

The Ministry of Environment of the Slovak Republic has launched a EUR 150 million call for proposals under the Modernisation Fund to support energy efficiency and industrial modernisation. Individual projects may receive funding of up to EUR 30 million.

SEPS announced a new procurement procedure for ancillary services for August 2026 and informed about the entry into force of the amended Dispatching Code for the Operation of the Slovak Electricity System.

2.1      APPROVED LEGISLATION IN THE ENERGY SECTOR

       Correction of an error in the Decree on Price Regulation in Network Industries

21 July 2026A Notice on the Correction of an Error in RONI Decree No. 154/2024 Coll., which lays down the rules for price regulation in network industries, was published in the Collection of Laws of the Slovak Republic under No. 195/2026 Coll. The notice entered into force on the date of its publication, 21 July 2026.

The correction is of a legislative-technical nature and ensures the accurate wording of the existing decree. It does not introduce any substantive changes to the rules governing price regulation.

2.2     REGULATORY OFFICE FOR NETWORK INDUSTRIES (RONI)

       Lower Gas Prices Expected for 2027 – RONI Signals Decline in Commodity Price

31 July 2026RONI announced a favourable development in natural gas prices for the 2027 regulatory year. The price of natural gas as a commodity, which forms part of the calculation of regulated end-user prices, has decreased by 9.88% year-on-year. This development creates the conditions for lower regulated gas prices for households in 2027.

RONI emphasized that the decline concerns the commodity component of the gas price, which is one of the key factors in determining regulated tariffs. The final regulated prices will be determined in the upcoming tariff proceedings and will also depend on the other regulated components of the gas price.

       RONI published household energy suppliers' market shares for 2025

24 July 2026RONI published an overview of the 2025 market shares of electricity and natural gas suppliers in the household segment. In the electricity market, Energetika Slovensko remained the leading supplier with a 60.1% market share, followed by SSE (27.2%) and SPP (11.0%). In the natural gas market, SPP maintained its leading position with a 68.7% market share, ahead of Energetika Slovensko (26.5%) and SSE (4.5%).

RONI also reminded consumers that switching energy suppliers is free of charge and may result in more favourable contract terms. Before making a decision, the regulator recommends comparing price offers, contract conditions, supplier reputation, and obtaining offers from at least three suppliers. The supplier switching process takes at least 21 days and must comply with the terms of the existing supply contract.

       RONI: Households should not bear the costs of smart meter replacement

15 July 2026 – The Chairman of RONI called for accelerating the rollout of smart metering systems (SMS), which are currently installed at only around 600,000 of Slovakia’s 2.6 million metering points. He also stressed that the costs of replacing electricity meters should not be passed on to consumers, but should instead be covered by distribution system operators through their investment programmes.

According to RONI, modernising the metering infrastructure is essential for more efficient energy consumption management, strengthening energy security, and supporting the further digitalisation of the energy sector.

2.3     MINISTRY OF ECONOMY OF THE SLOVAK REPUBLIC (MoE SR)

       MoE SR: Public Consultation Held on Acceleration Areas for Wind Energy

9 July 2026 – MoE SR announced that a public consultation had been held on the draft strategic document "Acceleration Areas for Wind Energy in the Slovak Republic" as part of the Strategic Environmental Assessment (SEA) process. Identifying acceleration areas is an analytical task assigned to the state under Slovakia’s Recovery and Resilience Plan and represents one of the milestones of the REPowerEU programme.

The Ministry also emphasized that the designation of acceleration areas does not in itself constitute approval for the construction of wind farms. Each individual project will still be subject to separate permitting procedures, including an environmental impact assessment (where applicable) and a binding opinion from the relevant municipality.

2.4    MINISTRY OF ENVIRONMENT OF THE SLOVAK REPUBLIC (Moen SR)

       MoEN SR: Ministry Launches EUR 150 Million Call for Industrial Modernisation

13 July 2026 – The Ministry of Environment of the Slovak Republic (MoEN SR) launched a new EUR 150 million call for proposals under the Modernisation Fund, aimed at supporting investments in energy efficiency improvements and the modernisation of industrial technologies. Eligible applicants include industrial enterprises, electricity, heat and gas suppliers, as well as water utility companies.

The call offers grants of up to EUR 5 million for the modernisation of production and administrative buildings and up to EUR 30 million for the modernisation of production technologies that contribute to improved energy efficiency. Applications may be submitted until 16 October 2026.

2.5     SLOVAK ELECTRICITY TRANSMISSION SYSTEM (SEPS)

       SEPS: Amendment to the Slovak Electricity System Dispatching Code enters into force

29 July 2026SEPS, the Slovak transmission system operator, announced the entry into force of an amendment to the Dispatching Code for the Operation of the Slovak Electricity System, approved by RONI through Decision No. 0001/2026/E-DP of 13 July 2026. The amendment entered into force on 30 July 2026.

       SEPS launches Tender for the procurement of Ancillary Services

16 July 2026SEPS, the Slovak transmission system operator, published a new procurement procedure for ancillary services (AS) covering the period from 1 to 31 August 2026. Interested participants can access the tender documentation, procurement rules and related materials on the SEPS website.

Ancillary services play a key role in ensuring the reliable and secure operation of the Slovak electricity transmission system by supporting system balancing and maintaining grid stability.

2.6    THE OTHERS

       SSD introduces new Distribution System Operation Code

2 July 2026Stredoslovenská distribučná, a.s. (SSD) introduced a new Distribution System Operation Code, effective 2 July 2026, following its approval by RONI through Decision No. 0009/2026/E-PP of 11 June 2026. The decision replaces the previous version of the Operation Code, including all of its earlier amendments.

The revised Operation Code was adopted primarily to align SSD’s internal rules with the current energy legislation and electricity market rules, incorporate new regulatory requirements, and streamline the processes for grid connection, electricity distribution, and communication with market participants. It also reflects the ongoing development of decentralised energy, particularly the integration of renewable generation facilities, electricity storage systems, and electric vehicle charging infrastructure.
